A deputy from the La Libertad Avanza party, Mercedes Llano, has presented a controversial bill proposing that candidates for elective office and authorities of the Executive Branch undergo a "Functional Psychological Fitness Evaluation".
The lawmaker argued that this examination is necessary before they assume their positions or run as legislators or for the presidency, stating that it is essential to "ensure that those who lead the country's destiny possess the necessary behavioral, emotional, and cognitive abilities for the exercise of state leadership".
"For the purposes of this law, Functional Psychological Fitness is defined as possessing the behavioral, emotional, and cognitive abilities necessary for the exercise of political command and popular representation," the project adds.
Llano proposes that this psychological evaluation be conducted for candidates for President and Vice President of the Nation "as a mandatory prior requirement for the official registration of their candidacies with the Electoral Justice".
She also states that it must be done by "elected national legislators, who must accredit the evaluation prior to assuming office", and by aspirants to higher positions in the National Executive Branch "prior to their appointment or assumption of office".
The project specifies that the evaluation will be carried out by "specialized, independent, and technically competent bodies, designated in accordance with regulations".
Furthermore, the project establishes that the evaluation will be strictly confidential.
